What is the HVCC?
Simply put, the HVCC will change the appraisal industry. We have been among the many publicly opposing this legislation. Let's face it- professional to professional, the HVCC adds an unnecessary layer of cost, complexity and potential problems which will all inevitably be passed down to the consumer. It's just a bad idea- certainly, the problem is worth fixing but not like this. However deserved the criticism, we believe that the HVCC is unstoppable. Why? We offer just one good example: the ban against Nehemiah style DPA programs. That legislation also had hundreds of thousands of signatures opposing and a lot of funding against it, yet still passed.
As the independent appraiser, your skill and client base which has allowed you to survive this difficult market may be threatened. Of course, the HVCC does not apply to FHA loans, and there is a chance(slim) that it may not pass. It is, however, a sure thing that Conventional loans will be affected. You are asking yourself many questions, such as What do I need to do in order to be in compliance and, How am I supposed to make a living this way?
